Vulnerability is calculated from urgency horizon (Critical <30d adds +3, Active adds +2), category sensitivity (Litigation and Regulatory add +2), and current handover stage (Stage 1 adds +4, Stage 2 adds +2, Stage 4/5 adds 0). Dockets scoring ≥ 7 are flagged as High Vulnerability.
