Vulnerability is calculated from urgency horizon (Critical <30d adds +3, Active adds +2), category sensitivity (Litigation and Regulatory add +2), and current handover stage (Stage 1 adds +4, Stage 2 adds +2, Stage 4/5 adds 0). Dockets scoring ≥ 7 are flagged as High Vulnerability.

The tool scores each docket from three parameters: urgency horizon, portfolio sensitivity, and current handover stage, summing up to nine total points. For example, a critical litigation docket still in audit adds three plus two plus four, yielding nine points and a high vulnerability warning. When you advance the handover stage to Custody Transferred, the stage penalty drops to zero, reducing the score and increasing your overall continuity index.

Advocacy Transition & Continuity Matrix Mechanics

How does the matrix quantify handover vulnerability across policy dockets, and how do handover stages alter the continuity index?

This interactive matrix organizes an advocacy organization's policy dockets into an auditable transition ledger. For each docket, the model computes an integer vulnerability score ranging from 1 to 9 by summing points across three heuristic dimensions: urgency horizon (1 to 3 points), category sensitivity (0 to 2 points), and handover stage vulnerability (0 to 4 points). Dockets scoring 7 or higher receive a high vulnerability badge. The aggregate Continuity Index is the percentage of total dockets currently marked as Custody Transferred or Signed Off.

The 1-to-9 scoring formula and category weights (+2 for Litigation/Regulatory, +1 for Coalition/Legislative) are heuristic software rules rather than legally mandated or empirically validated measures of policy success. Additionally, preset names referencing public figures represent illustrative transition scenarios run client-side in browser memory, not real-time organizational records or verified employment contracts.

Try a worked example

When loading the default preset, the Fourth Circuit Amicus Brief is categorized as Litigation (+2 points), has a Critical (<30d) deadline (+3 points), and is in the 'Audit Needed' stage (+4 points), giving a total vulnerability score of 2 + 3 + 4 = 9/9 (High Risk). Changing its Handover Progress dropdown from 'Audit Needed' to 'Custody Transferred' drops the stage penalty from 4 to 0, reducing its score to 5/9 (Medium Risk). Furthermore, because this docket is now transferred, the aggregate Continuity Index recalculates upward from 20% (1 of 5 safe) to 40% (2 of 5 safe).

Heuristic Vulnerability Formula

The script calculates risk score via calculateRisk(docket) using three additive parameters: urgency horizon (Critical <30d = 3, Active 30-90d = 2, Long-term >90d = 1), category sensitivity (Litigation or Regulatory = 2, Coalition or Legislative = 1, Media = 0), and handover progress stage (Audit Needed = 4, Warm Intro Scheduled = 3, Co-Briefing In Progress = 1, Custody Transferred = 0, Signed Off = 0). Scores of 7 or above trigger the High Risk badge, 4 to 6 trigger Medium Risk, and below 4 are classified as Low Risk.

Continuity Index Calculation

The top Continuity Index ribbon metric measures organizational handover completion by computing Math.round((safeCount / total) * 100). The variable safeCount increments only for dockets in either 'Custody Transferred' or 'Signed Off' status. Dockets in 'Audit Needed', 'Warm Intro Scheduled', or 'Co-Briefing In Progress' do not contribute toward the safe total.
