Chronology creates rights.

Mint establishes identity.

The first valid mint fixes creator and initial owner. Later transfers change ownership without rewriting creator provenance.

Licenses grant use.

Only the current owner can issue a license. A use event is authorized only when its actor appears in the active license set.

Basis points accrue royalty.

Each license amount is integer cents. Multiplying by royalty basis points and dividing by 10,000 keeps the creator total exact.
