How the balance works
This simulator models five core governance levers that real policymakers debate. Each lever pulls the system in different directions — there is no perfect setting, only tradeoffs you choose to accept.
Transparency & Audit Requirements
Mandatory model cards, third-party audits, and public incident reporting. Increases trust and reduces hidden risk, but slows deployment and raises compliance costs.
Independent Oversight Bodies
Creates empowered regulators with technical expertise and enforcement authority. Improves stability and accountability, but can become bottlenecks or capture targets.
Innovation Velocity
How fast new capabilities are developed and deployed. Drives economic growth and problem-solving, but outpaces safety research and societal adaptation when unchecked.
Safety Research Investment
Funding for alignment, interpretability, robustness, and evaluation. Directly reduces catastrophic risk over time, but competes with capability investment for talent and compute.
International Coordination
Treaties, shared standards, and joint governance institutions. Prevents race-to-the-bottom dynamics, but requires trust-building and slows unilateral action.
Reading the visualization
The balance diagram shows your policy position as a point in a two-dimensional governance space. The horizontal axis represents oversight intensity (transparency + oversight), the vertical axis represents capability drive (innovation velocity − safety investment).
Regime zones
Stable (green): Sufficient oversight for the level of capability drive. Risks are managed, innovation proceeds.
Tense (amber): Capability drive exceeds oversight capacity. Growing gaps in evaluation, rising incident probability.
Critical (red): Oversight severely lagging capability. High probability of uncontrolled deployment or catastrophic misuse.
Four metrics
Systemic Risk: Probability of severe harm from misuse, accident, or loss of control.
Innovation Index: Rate of beneficial capability deployment and economic value creation.
Governance Stability: Durability of the regulatory framework under stress and political change.
Public Trust: Societal confidence that AI development serves shared interests.
