⚖️ Principle of Civilian Control (Title 10)

Article II, Section 2 of the Constitution names the President Commander in Chief. Under 10 U.S. Code § 7013, Congress requires the Secretary of the Army to be a civilian appointed from civilian life, separated from active-duty military service by at least five years (unless granted a statutory waiver by Congress). The SecArmy holds non-operational stewardship over the department's $185B+ budget, Title 10 readiness, recruiting, weapons procurement, and civilian workforce administration.

⚔️ Operational vs. Force Provider (Goldwater-Nichols Act)

Since the landmark Goldwater-Nichols Act of 1986, service secretaries and the Chief of Staff of the Army (CSA) do not direct operational military combat. Instead, the operational chain of command runs directly from the President → Secretary of Defense → Unified Combatant Commanders (e.g., CENTCOM, EUCOM, INDOPACOM). The SecArmy and CSA function as "Force Providers"—organizing, training, and equipping soldier units that are then assigned to combatant commanders.
