Agency Evidence & Paid Pilot Draft Evidence checklist; not verified here

1. Hard Performance Audits

Don't trust marketing screenshots. Request live production URLs and run independent benchmarks:

  • ✓ Core Web Vitals: Check field LCP ≤ 2.5s, INP ≤ 200ms and CLS ≤ 0.1 at the 75th percentile.
  • ✓ Repeatable lab diagnosis: Record device/network conditions and compare repeated runs; a grade does not establish code quality.
  • ✓ Mobile usability: Test actual controls, keyboard access and layout stability; do not infer accessibility from a performance score.

2. Client & Code Scrutiny

Unfiltered evaluation steps before committing to any 3+ month retainer:

  • ✓ Direct Customer Inquiries: Ask past B2B clients about sprint adherence and SLA responsiveness.
  • ✓ Code Ownership & CI/CD: Agree on repository access, ownership, test evidence and handover; inspect dependencies and exit constraints.
  • ✓ Security Hygiene: Select applicable OWASP ASVS requirements and request evidence; headers alone do not establish compliance.

3. Recommended Paid Pilot Task

Use a small, agreed paid pilot with explicit acceptance criteria and reviewable evidence.

Dynamic Pilot Task Brief
Draft one landing page with an approved test CRM integration; review code, error handling and repeated lab measurements, then compare available field Core Web Vitals.

Evaluate evidence before choosing a hiring model

What does this matrix actually measure about a developer or agency?

Use this local worksheet to compare authored cost scenarios and prepare a small, reviewable pilot. It does not evaluate a real supplier, salary market, employee capability or compliance status. Its recommendation is a fixed rule, not a validated hiring forecast.

Core software selects in-house at any budget. Otherwise budgets below $6,000 select a freelancer; $6,000 and above select an agency. Scores 91.2, 82.0 and 88.5 are assigned constants. Skill gaps assume one covered discipline; coverage bars are static illustrations. Urgency changes only the displayed 1/3/7-day assumption. No hiring, benchmark, code review or security scan runs here.

Try a worked example

At the default $12,000 budget, in-house cost is $11,250 + rounded 23% ($2,588) + $850 + $1,400 = $16,088 per month. Agency cost equals your budget; freelancers equal rounded 91.25% of it, or $10,950. The displayed −18.4% compares $12,000 with a separate $14,700 authored baseline, not with the $16,088 total.

Replace scenario values with comparable quotes

Salary, benefit load, licenses, management costs, agency inclusions and freelancer coordination are assumptions, not current market rates. Request dated quotes for the same scope and hours, identify excluded costs, and compare ownership, support and handover terms. An agency does not automatically supply four specialists; a solo developer does not necessarily lack three skills.

The freelancer total uses a fixed multiplier rather than supplier invoices. Its base row is rounded 77% of that total, tools are an assumed $350, and management is the residual so displayed rows add up. The agency delta retains a separate $14,700 comparison baseline; positive means higher and negative means lower. The JSON records the assumptions rather than certifying an organization.

Separate lab scores from real user experience

Google defines good Core Web Vitals as LCP at most 2.5 seconds, INP at most 200 milliseconds and CLS at most 0.1, evaluated at the 75th percentile and separated by mobile and desktop. A single lab run cannot establish those field outcomes. Record representative pages, device/network conditions and repeated results before making a hiring decision. Google: Web Vitals

Lighthouse performance scores combine weighted metrics and vary with test conditions. A score of 90 is a useful lab signal, not proof of clean code, accessibility, business conversion or security. Pair field metrics with a reproducible lab diagnosis instead of treating a grade or image-size cap as a universal acceptance test. Chrome: Lighthouse performance scoring Google: Web Vitals

Make a paid pilot assessable

Agree on a small deliverable, access boundaries, acceptance criteria, payment, code ownership and handover before work begins. Ask for the implementation, test results and an explanation of trade-offs. This worksheet’s example cost and time window are negotiable assumptions, not an industry benchmark. Test API handling with approved test data; do not provide production secrets merely to run a pilot.

OWASP ASVS provides application-security requirements useful for scoping and verifying controls. Select applicable requirements and ask for evidence rather than assuming a CSP header, sanitized form or high coverage bar proves security or organizational compliance. This tool does not run ASVS verification or award certification. OWASP: Application Security Verification Standard
