Instant Replay Clock Adjudication Under NCAA Rule 12-3-3-b
When an untimed final play or clock-expiring drive triggers booth review, replay officials must reconcile high-speed video frames with stadium clock feeds. Under NCAA Football Rules:
- Dead Ball Point of Time: The ball is dead at the exact microsecond any part of the ball carrier's body (other than hands or feet) contacts the ground.
- Goal Line Plane: Forward progress is measured at the moment of that down-contact. If the ball has not breached the outer edge of the goal line before down contact, no score occurs.
- Game Clock Restoration: If the runner is ruled down in bounds with 0:00 on the game clock, the game is complete unless replay demonstrates indisputable video evidence of at least 1 full second remaining at the dead-ball instant.
Reversal confirmed: Indisputable video evidence shows left knee grounded short of goal line while clock expired at 0:00 with no remaining timeouts.
