In MS-DOS and early PC-compatibles (1981), computers lacked hard drives. The OS loaded from floppy A:, while docs or games ran on floppy B:. When fixed magnetic disks debuted (IBM PC/XT, 1983), the hardware controller permanently designated Hard Disk 0 as drive C:.

Why C: Survives in Modern Windows (%ProgramFiles%)

Originating in IBM's 1967 CP/CMS minidisk addressing, single-letter drive identifiers were adopted by Gary Kildall's CP/M and subsequently licensed by Microsoft for MS-DOS. Because early 1980s personal computers lacked non-volatile internal storage, A: and B: were hard-coded into BIOS ROMs for floppy controller 0x3F0.

When the 10 MB Seagate ST-412 hard drive appeared in 1983's IBM XT, it was assigned C:. Later, Windows 95 bound the environment variable %ProgramFiles% to C:\Program Files by default. Game installers default to this legacy variable even today on 2TB NVMe systems.
