• Major Incident declaration
• Exact location
• Type of incident
• Hazards present
• Access & egress routes
• Number & severity of casualties
• Emergency services requested

Immediate Bystander Actions

When arriving first on scene:

• Protect yourself: Never enter an energized wire zone or toxic plume.
• Stop severe bleeding: High and tight tourniquet or direct pressure on spurting arterial wounds.
• Airway & Breathing: If unconscious with normal breathing, roll to recovery position; if non-breathing, begin hands-only CPR.
