Rule 9.6: Ball Lifted or Moved by Outside Influence

Because it is known or virtually certain that an outside influence (player in the group ahead) moved your ball, there is no penalty. The ball must be replaced on its original spot (or estimated spot under Rule 14.2) using the original or a substituted ball.

Rule 1.2a & Disciplinary Action (Interfering Player)

In Stroke Play, another player is an Outside Influence. Deliberately throwing another competitor's ball into a hazard violates the Standards of Player Conduct (Rule 1.2a). The Committee has authority to penalize or disqualify the offender for serious misconduct.
