Article 111 of the Constitution of the Islamic Republic
"Whenever the Supreme Leader becomes incapable of fulfilling his constitutional duties, or loses one of the qualifications, he shall be dismissed... In case of death, resignation, or dismissal, the Assembly of Experts shall take steps within the shortest possible time to appoint a new Leader. Until the appointment, a council consisting of the President, Head of the Judiciary, and one of the jurists of the Guardian Council chosen by the Expediency Council shall assume leadership duties."
Supreme National Security Council (SNSC) Article 176 Mechanism
Presided over by the President to determine national defense/security policies within general lines drawn by the Leader, coordinating political, intelligence, social, and military activities. During Leader absence, decisions require unanimity across the tripartite council before IRGC execution.

Under prolonged communication blackouts or leadership decapitation, standing operational directives delegate tactical ballistic missile release and regional proxy coordination to decentralized theater commanders under doctrine developed post-1988.
