1906: The Sinclair Catalyst

Following Upton Sinclair's The Jungle, the 1906 Pure Food and Drug Act and Federal Meat Inspection Act established federal visual and olfactory carcasses inspections. However, invisible bacterial pathogens like Salmonella and Clostridium botulinum could not be detected through sight or smell alone, leaving false-negative rates near 40%.

1938–1950s: FDA Spot Checks

The Food, Drug, and Cosmetic Act introduced batch testing of finished products. Inspectors pulled representative boxes from storehouses. While better, statistical spot checking meant that even a 99% sterile batch could carry fatal micro-inclusions directly onto crewed spaceflights where food poisoning would be catastrophic.

1960s+: NASA & Pillsbury HACCP

NASA required 100% assurance against foodborne illness for Mercury, Gemini, and Apollo astronauts. Pillsbury scientist Dr. Howard Bauman collaborated with NASA to engineer Hazard Analysis Critical Control Points (HACCP): instead of testing the final meal, every input, temperature, package seal, and human step is continually monitored at critical control points.
