The Commissioner's Exempt List is a procedural roster designation handled exclusively at the discretion of NFL Commissioner Roger Goodell. When a player is formally charged with a felony or violent crime, the NFL typically initiates a formal review under the NFL Personal Conduct Policy.
Unlike an unexcused suspension, players placed on the Exempt List continue to receive their contractual weekly base salary checks while administrative investigations or trial proceedings occur.
The signing club (Seattle Seahawks) does not need to allocate one of their mandatory active 53 roster spots to the player, allowing them to sign a replacement player on the active roster.
