When an administration bars a pooler (such as barring CNN from Air Force One for a Saturday trip to Tennessee), the WHCA pool coordinator must either stand united with the assigned outlet or execute an emergency substitution to prevent a complete loss of national pool footage.

Pool Report Chain of Custody

Poolers transmit raw, unedited observation reports to the White House press office distribution list, which immediately broadcasts them unredacted to thousands of news organizations worldwide.
