Why Media Pool Solidarity Exists

The White House press pool operates under a collective charter: cramped physical quarters (like the Oval Office spray or Air Force One cabin) can only fit 13–15 journalists. In exchange for exclusive physical access, the rotating pool network must share its raw uncompressed video, audio, and print reporting immediately and freely with all competing outlets.

When an administration bars or excludes a member network (such as CNN in historical pool disputes), the remaining networks (ABC, CBS, NBC, Fox News) face a critical choice: take the empty slot or refuse to act as a substitute pool lead in solidarity to preserve independent press access.

Rotational Pool Roles & Rules

Pool Camera Lead: Carries heavy pedestal or shoulder camera; feeds live SDI line to Master Control.
Audio Lead: Manages multidirectional shotgun and podium boom; provides neutral stereo pool feed.
Print Pooler: Dispatches real-time text memos, quotes, and Q&A transcripts to the 8,000+ WHCA distribution list.
Still Photography: Rotates wire photographers (AP, Reuters, AFP, NYT) for global wire distribution.
