Under Riddick's Senate Procedure, the Presiding Officer accords first recognition to the Majority Leader, then the Minority Leader, followed by Assistant Leaders (Whips).
25th Amendment applies strictly to the US Presidency. Senate party leadership is purely an intra-caucus private election; no public executive disability clause applies.
Cloture motions require 16 signatures. Floor leaders coordinate timing and vote whip operations to reach the 60-vote threshold (or 51 for nominations).
Floor scheduling relies entirely on UC negotiations between majority and minority leadership. In transition periods, whips maintain hotline clearing desks.
