The Riksdag consists of 349 seats allocated under a nationwide proportional representation system with a strict 4.0% parliamentary threshold. Out of 349 seats, 310 are fixed constituency seats and 39 are adjustment seats (utjämningsmandat) designed to ensure exact nationwide proportional distribution using the Modified Sainte-Laguë method (divisors: 1.4, 3, 5, 7, 9...).

Because Swedish blocs frequently stand within tens of thousands of votes of each other, the delayed tabulation of the "Wednesday envelopes" (overseas embassies and non-precinct advance ballots) directly dictates which coalition crosses the 175-seat line to form government.
