- Stage 1 (Normal Operations): Dengue bed occupancy < 75%. Routine NS1/IgM antigen screening and standard isotonic hydration.
- Stage 2 (Capacity Strain): Bed occupancy 75%–100%. Mandatory conversion of elective surgical recovery beds into Dengue Dedicated Units (DDU).
- Stage 3 (Critical Saturation): Ward capacity breached. Trigger emergency field triage annex, divert mild cases to satellite day-care clinics, and activate armed forces blood drive for platelets.
