Under German state constitutions (e.g. Thüringen Art. 79 & 88), key decisions require a two-thirds majority. Any single party holding more than one-third of seats (33.34%) possesses sole veto power over electing Constitutional Court judges, dissolving the Landtag early, and amending state constitutional law.

The "Brandmauer" (Cordon Sanitaire)

A political convention adopted by mainstream parties (CDU, SPD, Greens, FDP, BSW) refusing to form governing coalitions or formal executive pacts with the Alternative für Deutschland (AfD). When the AfD secures 30%+ of seats, excluding them forces atypical alliances like the Brombeer-Koalition (CDU + BSW + SPD).
