GTA: Tokyo (Scrapped Concept)

Late 2000s (PS2/PS3 Era)

Rockstar visited Tokyo for reference gathering and license surveying around 2003 before shelving the project due to road name complexities and publishing priorities.

"Samurai swords were going to play a big part... another studio in Japan were going to do it, take our code and do GTA: Tokyo." — Obbe Vermeij (Former Tech Director, Rockstar North)

Logistical friction with local authorities, heavy licensing hurdles for authentic Japanese car brands, and memory constraints of mapping dense neon districts on target hardware.

Archival Source: Dexerto report & Obbe Vermeij oral development history (confirmed trademark filings for Tokyo, Bogota, Sin City Dec 2003).
