Saxony-Anhalt Parliamentary History & Coalition Architecture

Saxony-Anhalt has repeatedly served as a political laboratory in unified Germany, from the 1994 “Magdeburg Model” (SPD minority tolerated by PDS) to the pioneering 2016 Kenya coalition.

1994 – 1998
The Magdeburg Model

Reinhard Höppner (SPD) formed a minority cabinet with Alliance 90/The Greens, tolerated by the post-communist PDS. Broke the post-war convention against cooperation with the far left.

2016 – 2021
First “Kenya” Coalition

Following AfD's initial surge to 24.3%, Minister-President Reiner Haseloff (CDU) forged Germany's first black-red-green alliance to maintain a stable cordon sanitaire.

2021 – 2026
“Germany” Coalition

Haseloff restructured the cabinet into a CDU-SPD-FDP coalition after the Greens departed, sustaining 56 of 97 seats without reliant support from radical flanks.

2026 Projections
The 49-Seat Geometry

With AfD capturing 32 seats and Die Linke holding 8, any constitutional majority excluding the far right requires reconciling the CDU with Sahra Wagenknecht's BSW and the SPD.
