Core Legal Tenets
1. Peaceful Purposes & Non-Appropriation (OST Art. II & IV)
Affirms all activities must be conducted exclusively for peaceful purposes. Space resource extraction (ISRU) does not inherently constitute national appropriation under Article II, provided it respects mutual benefit and non-interference.
2. Safety Zones & Harmful Interference (OST Art. IX)
Parties commit to establishing transparent, temporary, coordinate-bounded safety zones around active lunar surface assets to prevent physical collision, plume abrasion, and radiofrequency interference.
3. Heritage Preservation & Open Science
Mandates protection of historically significant lunar landing sites (Apollo, Surveyor, Luna) and the timely, public dissemination of raw scientific data.
4. Debris Mitigation & Disposal
Signatories plan for safe end-of-life disposal of lunar orbiters and hardware passivation to prevent high-velocity orbital fragmentation.
